Draw zones against your road graph, not arbitrary boundaries. Core understands which roads feed which evacuation routes, where the choke points are, and which households are cut off when a road closes.

Publish OEZ updates once. Every screen (Core, Prime, the public Sentinel app) reads from the same canonical zone definition.
